Responsibilities:

  • Provide legal advice about the design and implementation of new products and services for defined contribution retirement plans, including 403(b), 401(k) and 457 plans, IRAs and related investment options and vehicles.
  • Provide legal support for the operations, recordkeeping functions and marketing and sales forces both on institutional and individual aspects of the pension and retirement business.
  • Monitor and help implement changes in federal and state laws and regulations affecting the pension business.

Job Specialties:

  • Employee benefits experience with knowledge of Internal Revenue Code, ERISA, and related regulations and issues impacting section 403(b) plans, 401(a) plans, 401(k) plans, 457(b) plans, 457(f) plans and IRAs.
  • Experience working with retirement plan documents and plan design.
  • Experience interacting with IRS, DOL, and insurance department regulators.
  • Knowledge of fiduciary principles and prohibited transaction analysis.
  • Familiarity with insurance regulations impacting annuity contracts funding retirement plans, and with insurance rules and filing requirements.

Qualifications:

  • Law degree required.
  • Legal experience as a Benefits Lawyer in the pension/retirement industry or law firm environment is required; at least eight years experience is preferred.
  • In-depth knowledge of relevant pension laws as well as a working knowledge of relevant securities regulations is required.
  • Strong presentation and negotiation skills and the ability to thrive in a decentralized office environment.
  • Knowledge of legal issues pertaining to recordkeeping operations and platforms a plus.

Essential Responsibilities: Provide financial analysis support for GE’s Corporate Health Care component, a corporate team with responsibility for management and administration of GE’s $2 billion spend on US health care benefits. Key responsibilities include:
  • Financial leader on a team which sources US health benefits from national and regional health plans.
  • Partner with Health Benefits program management to conduct detailed evaluation, sourcing, and implementation of new benefit models (such as centers of excellence).
  • Partner with Health Benefits program management on plan design for GE’s US health benefits, including:
                o Conduct detailed evaluation of alternative designs and pricing strategies.

  • Hands-on experience with database queries, reporting, and analysis
  • Ability to work effectively in a team environment and interface well at all organization levels

Job Description: This position will work on a wide range of executive and director compensation and employee benefits matters. The individual will be responsible for providing advice on ERISA, tax, corporate and securities law compliance matters in the employee benefits (including retirement benefits, health and welfare benefits, and wellness programs) and executive compensation fields and for drafting plan documents, agreements, board resolutions and securities law disclosure documents, including the proxy statement, form 8-k and section 16 disclosures. The position will work with human resources, tax and accounting on compliant equity, incentive and benefit plan, and wellness program administration. The position will assist in managing outside counsel in ERISA and employee benefit litigation matters. The position will also assist the corporate lawyers on the executive compensation and benefit plan elements of mergers, acquisitions, divestitures and other corporate transactions. This position will be located in Bethesda, MD.

Basic Qualifications: A minimum of 5 years of experience in providing legal advice with regard to executive compensation. Candidates should be familiar with ERISA as well as the tax, corporate and securities law requirements relating to employee benefits and executive compensation. Must be able to work independently and without close supervision and have demonstrated ability to participate in, and lead, cross-functional teams. Also must be skilled in writing and communicating concisely and precisely.

Desired skills: Experience with employee benefit plans and corporate transactions. Good interpersonal skills.

Typical Minimums: Bachelors degree in an engineering/technical discipline from an accredited college in a related discipline, or equivalent experience/combined education, with 20 years or more of professional experience; or 18 years with a related Masters, or 15 years with a related PhD degree. Viewed as the most senior authority in discipline.

Purpose Statement: The (Senior) Benefits Manager is responsible for plan design, management and overall administration in providing group medical, dental, vision, flex spending, life & AD&D, flex spending, and wellness programs to Travelport US employees. The (Senior) Manager Benefits will also oversee regional benefit offerings in Canada and Latin America.

Main Accountabilities:
  • Manage the annual planning process including partnering with health and welfare consultants to develop strategies to manage costs and offer competitive benefits offerings. Understand and present financials, propose plan design changes and recommend appropriate courses of action for subsequent plan years.
  • Complete oversight and management of full annual enrollment process from start to finish: communications, project plan, oversight of vendor system build, enrollment window/rules, coordination with payroll and delivery of plans for following plan year.
  • Overall wellness program management including design, program guidelines, participation tracking, vendor management/reporting, communications and year round administration.
  • Manage Benefits Administrator and Benefits Analyst. Responsible for oversight of monthly reports to finance, invoice/wire payment, leaves of absence, escalated member issues, and overall internal benefits operations.
  • Continual review and oversight of vendors – health & welfare consultants, claims administrators/carriers, TPA/Eligibility vendor.
  • Partner with internal partners in HRIS and Payroll to ensure accurate data feeds and administration supporting benefits operations.
  • Ensure compliance with relevant compliance and regulations. Monitor ongoing PPACA regulations and impact to Travelport. Partner with health & welfare consultants to develop appropriate response to upcoming regulations. Update and distribute annual SPD’s, file form 5500, coordinate filing of FAS106 and other relevant filings, contribute to filing of 10k.

Knowledge, Skills And Experience
  • Bachelors Degree or equivalently qualified by experience
  • CEBS or CBP designation preferred
  • 6+ years experience in the administration of fully insured benefits plans to include 3 years of benefits management experience: vendor oversight (carriers, consultants, TPA) and managing internal benefits staff
  • Solid experience managing end to end annual enrollment process
  • Solid experience managing a successful wellness program with high participation
  • Experience working with an outsourced TPA enrolment & eligibility platform and call center helpful
  • Knowledge of all pertinent federal and state regulations, filing and compliance requirements affecting employee benefit programs including Health Care Reform (PPACA), ERISA, COBRA, FMLA, and HIPAA
  • Strong written and verbal communications skills to communicate effectively at all levels and in all forms
  • Strong Excel skills

Key Measures (e.g., financial scope, budget and staff management responsibilities):
  • Annual US healthcare spend is 18m. This role oversees/approves the payment of invoices/wires and processes that support the collection of relevant employee contributions.
  • Manages 1 B3 and 1 B4 employee
